The Management of Health and Safety at Work Regulations 1999 (Regulation 5) states that the employer shall:

'Make arrangements for the effective planning, organisation, control, monitoring and review of protective and preventive measures'. Where five or more are employed the arrangements shall be recorded.

The associated Approved Code of Practice (ACoP) defines terms as follows:

  • Planning: adopting a systematic approach, identifying priorities and setting objectives to eliminate or minimise risks.
  • Organisation: involving employees and their representatives in carrying out risk assessments, deciding on and implementing preventive measures, establishing effective communication, and securing competence by providing adequate information, instruction and training.
  • Control: ensuring that H&S responsibilities are understood; activities are well coordinated; time and resources are available to discharge responsibilities, performance standards are met and adequate and appropriate supervision is provided.
  • Monitoring & Review: constant development of policies, approaches and techniques. This involves: having a plan and making adequate routine inspections to check that preventive and protective measures are in place and effective; adequately investigating the immediate and underlying causes of incidents and accidents to ensure that remedial action is taken and that lessons are learnt.

A written policy and set of documents detailing your health & safety provision for the future will drawn up with your approval. These will form the detailed written record of how you intend to conduct yourself with respect to health & safety now and in the future.

Following the provision of documentation, it is very important that a periodic review is maintained. Especially if changes are made to internal or external layout of the workplace/workforce and/or fire fighting provision. There will be no obligation on you to commission the services of IHASA to assist in this periodic review, but all services associated with any recommendations will be available at very competitive rates. Also, IHASA can provide a 'competent person' retainer service with telephone or e-mail support if required.
